Texas GOP Releases Legislative Task Force Report

 

The report provides a comprehensive evaluation of the 89th Legislature with a focus on the Legislative Priorities decided by the delegates of the 2024 State Convention.

Dear Grassroots Conservatives,

For the first time in Republican Party of Texas history, I created a Legislative Task Force to prepare a comprehensive evaluation of the 89th Legislature. This Task Force, composed of State Republican Executive Committee (SREC) members, has spent hours reviewing the work of the 89th Legislature on the Legislative Priorities decided by the delegates of the 2024 State Convention.

The Republican Party of Texas has a process to adopt legislative priorities. The process begins with the Legislative Priorities Committee of the County and Senatorial District Conventions, which makes recommendations of legislative priorities to the State Convention Temporary Legislative Priorities Committee. At the State Convention, the Temporary Legislative Priorities Committee conducts multiple days of preliminary deliberations to make recommendations to the Permanent Legislative Priorities Committee. (RPT Rule No. 33)

The Permanent Legislative Priorities Committee recommends proposed legislative priorities to the State Convention delegates for consideration. (RPT Rule No. 34(c))

The State Convention delegates select and adopt the biennium’s Legislative Priorities, which “shall be for specific changes, additions to, or deletions from the law that directly support the Platform and the core values of the Republican Party of Texas.” (RPT Rule No. 34(c))

The SREC is required to “expend reasonable Party resources to promote passage of legislation crafted in support of these priorities.” (RPT Rule No. 34(c))

At the 2024 State Convention, the delegates adopted the following eight Legislative Priorities for the 2024-2026 biennium:

1. Ban Taxpayer-Funded Lobbying

2. Border Enforcement

3. End Federal Overreach

4. No Democrat Chairs

5. Secure the Electric Grid

6. Secure Texas Elections

7. Stop Sexualizing Texas Kids

8. Texas is Not for Sale

The SREC collaborated with grassroots activists to advocate for these priorities. As a result of this collective effort, forty-three bills that align with our Legislative Priorities finally passed the 89th Legislature. This achievement is a testament to our shared goals and priorities.

Despite these efforts, some attempted to block our Legislative Priorities. In light of the work of our SREC, the Legislative Task Force reviewed these actions and incorporated them into this report.

Members of the 89th Legislature were given the opportunity to review and comment on a draft of the report before it was voted on and published. Their correspondence is included in Appendix B of the report.

The Legislative Task Force Report is not intended to be comprehensive. It only considers the Republican Party of Texas’s eight Legislative Priorities. It does not include our Platform’s Preamble or Principles. These other two elements of our Platform are included in Rule No. 44 considerations.

We encourage local County and District Executive Committees to consider these other two portions of our Platform when considering censure actions.

County and District Executive Committees should independently verify the information in the report before using the information in a censure resolution.
