Going into the 89th Legislative Session, Republicans across Texas were very hopeful. They had worked hard to send a strong majority to the Texas House (88 of 150 members) and Republicans were poised to accomplish some big things. Unfortunately, on December 7, 2024, events took a drastic turn when Dustin Burrows and 26 Republicans walked out of the Republican Caucus and joined with the Democrats to elect Burrows as Speaker of the House.

Democrats Granted More Power

New House Rules granting broad powers to House Democrats were immediately drafted by a former Obama White House lawyer named Hugh Brady. Those rules were forced through without debate or amendments by the coalition of Burrows’ supporters and Democrats. The Democrats were then given an additional $3 million to hire more staff members.

Montgomery County Representatives

Of the four Texas House Representatives from Montgomery County, Rep. Steve Toth (HD 15) and Rep. Janis Holt (HD 18) voted for the House Republican Caucus nominee, David Cook. We thank them for standing with the Republican Caucus.

Sadly, the other two House members from Montgomery County were in the group that broke with the Republican Caucus and voted with the Democrats to elect Burrows as Speaker. Those two Representatives are Cecil Bell (HD 3) and Will Metcalf (HD 16).

Censure Resolution

For their actions in dividing the House Republican Caucus and joining with the Democrats, the Montgomery County Republican Party drafted a county-wide censure resolution against Representatives Bell and Metcalf that passed by a vote of 52-32 on March 4, 2025.

The tables below show how each Montgomery County GOP Precinct Chair voted on the censure resolution to hold Bell and Metcalf accountable.

What Now?

As Democrats desperately try to turn Texas “Blue,” the Republican Party of Texas and local county parties must ensure that our legislators are being held accountable to the Values and Principles of the Republican Party. The representatives who broke with the Republican Caucus to allow Democrats to run the House have put all of our Texas GOP Legislative Priorities in jeopardy. Republicans must be well organized and fight to hold the line. Help us get the message out by sharing this article with your Republican friends and neighbors.
