From Dr. Milinda Morris, Chairman, Texas GOP Secure The Electric Grid Subcommittee

The Texas GOP Secure the Electric Grid team has had another wonderful week. We met with three County Commissioner Courts to discuss concerns. The Hood County Republican Party passed a Battery Energy Storage System (BESS) Resolution. And headlines were made in the April 12-13, 2025, weekend edition of the Tyler Morning Telegraph with Van Zandt County officials taking legal action to halt a BESS “battery storage project.”

Updates on Texas GOP Priority Bills

Senate Bill (SB) 6 - Lt. Governor Dan Patrick’s Secure the Electric Grid Priority Bill passed through the Senate on March 20 and has not been assigned to a Committee in the House.

SB 819 by Kolkhorst and SB 231 by King were heard on the Senate Floor today.

SB 75 by Hall was voted out of the Senate Business & Commerce Committee as substituted by Kolhorst.

HB 3809 by Darby (Companion SB 1824 by Schwertner) was voted out of the State Affairs Committee.

SB 2148 by Hall was voted out of the Senate Business & Commerce Committee.

HB 3228 by Lambert (companion SB 2657 by Perry) were voted out of committee. These Bills need to be voted out of the Calendar Committee to the Floor Hearings.

These bills have had committee hearings and have been left pending in committee:

SB 715 and SB 1825.

These bills have been referred to committee and need hearings:

SB 714, HB 1343, SB 1740, HB 1378, HB 3017 referred to Ways and Means and needs a hearing, HB 4363, HB 5482, HB 3933.

These 2 bills we oppose and they have been voted out of Committee:

HB 805 by Cortez and HB 1359.

The last day that bills will be heard in committee is May 15th, so the clock is ticking. Bills can sit in Calendars for 30 days. The 89th Legislative Session Sine Die is June 2, 2025.
