Understanding the responsibilities of the Republican Party vs. Republican elected officials.

Many people confuse the roles of the local, state, and national Republican Party with those of their Republican elected representatives. With George Soros once again setting his sights on Texas, it’s incumbent upon all Conservatives to understand how the system works so you can get in the game and help keep Texas from turning blue.
The Local Party
Mission
The Montgomery County Republican Party is a grassroots, private organization led by members of the community. As a Republican stronghold, we work to defend our county from leftist ideology with a primary focus on informing and engaging local voters on Republican issues and principles, and encouraging Republican voters to get to the polls.
Leadership
The County Chair, elected by Republican voters on the Primary Election ballot, facilitates meetings of Precinct Chairs at local Republican Party meetings. The County Chair works with the state party to implement election strategies and ensure that Montgomery County elections are staffed with judges and clerks.
Precinct Chairs are also elected by Republican voters on the Primary Election ballot. They represent each voting precinct on the party’s County Executive Committee (CEC) and are the closest elected representatives to We the People.
Local Party Responsibilities
During election season, Precinct Chairs often serve as election judges and recruit volunteers to help Get Out the Vote for local Republican candidates. They are largely responsible for Montgomery County delivering the largest net gain by a single Texas county for Trump in the November 2024 Election.
During other times of the year, the local party works to educate the voting public on Republican principles and issues. Precinct Chairs hold fundraising events to raise money for Get Out the Vote campaigns. They hold regular public meetings to debate and vote on issues that are important to the party and the county.
Precinct Chairs are largely responsible for Montgomery County delivering the largest net gain by a single Texas county for Trump in the November 2024 Election.
The local party cannot control how elected officials vote or align themselves once they take office. It is the responsibility of voters during the Primary Election (coming up in March 2026) to replace Republican elected representatives who did not represent their constituents well.
However, the Montgomery County Republican Party may vote on a Resolution of Commendation for representatives who do an exceptional job or a Resolution to Censure for those who vote against Republican priorities and principles. You can find examples of these on our Resolutions page.

The State Party
Mission
The Republican Party of Texas is a grassroots-led, private organization that works with County Chairs to educate voters on issues and candidates, and get Republican voters to the polls. The state party does not have a direct role in passing legislation, but encourages elected representatives to pass conservative bills and fight harmful ones in the Texas House and Senate.
The state party, or Texas GOP, is often confused with the Republican majority in the Texas Legislature. While the Texas GOP has a role in conducting elections (see the Republican Party of Texas Rules), the state party is separate from the Republicans elected to the Texas Legislature.
The Texas GOP does not have a direct role in passing legislation, but encourages elected representatives in the Texas House Republican Caucus and the Texas Senate Republican Caucus to pass conservative legislation and fight bad bills.
State Party Delegates
The Texas GOP Convention is held in the summer of even-numbered years. Delegates to the state convention vote on the Republican Party of Texas Party Platform and Legislative Priorities that will guide the state party for the next two years.
If you vote in the Republican Primary, you are eligible to become a delegate to the Texas GOP Convention. The process of becoming a delegate begins at your local Precinct Convention, which will be held after the Primary Election in March 2026. Watch our calendar for details as the date approaches.
Leadership
State party leadership is comprised of a Chairman, an Officials Committee, and the State Republican Executive Committee (SREC). The Chairman and SREC members are elected by delegates to the Texas GOP Convention and the Officials Committee is then chosen by the SREC.
State Party Responsibilities
The SREC forms subcommittees focused on passing bills that support the Texas GOP Legislative Priorities. SREC members visit with elected officials and educate the public on these priorities to help get good bills passed and bad bills killed during the Texas Legislative Session. SREC members also debate and vote on resolutions expressing Texas GOP opinions and decisions, and may censure elected representatives who violate Republican principles and priorities.
The National Party
Mission
The Republican National Committee (RNC) works with State Party Chairs to promote the National Republican Party Platform, assist with fundraising, and support election strategies at the national level.
The RNC is a separate entity from Republicans elected to the U.S. House and U.S. Senate. It is up to voters in the Primary Election to replace Republican elected representatives who did not represent their constituents well.
National Party Leadership
During presidential election years, two individuals are elected by delegates to the state convention to represent Texas on the Republican National Committee. These individuals serve four-year terms. Members of the RNC elect a National Chairman every two years. The next RNC Chairman election is expected to take place in January 2027.
At the state convention, delegates are also elected to attend the Republican National Convention. The national convention takes place every four years. At the national convention, delegates nominate the presidential and vice-presidential candidates, adopt the National Republican Party Platform, and approve convention rules.
