SB 17 was meant to protect Texas land from foreign adversaries. But thanks to Rep. Matt Shaheen’s last-minute amendment, it now has a poison pill that leaves China an opening to our state.
Here’s what the Shaheen amendment does:
➡️ Allows Chinese nationals and other hostile foreign actors to enter the U.S. on tourist visas and buy Texas land.
Visitors from China often obtain B-2 tourist visas without much difficulty.
With assistance from immigration attorneys, they can then transition to longer-term 5-year student visas by registering for English language courses or community college programs. This approach gives them sufficient time to purchase property, without requiring employment authorization.
➡️ Creates a loophole for CCP-backed shell companies to buy land—as long as one American holds shares.
“The amendment to Sec. 5.253 affects 5.252, creating an exception for companies controlled by the Chinese Nationals to purchase Texas land, so long as they involve one U.S. shareholder. This guts the entire bill.”
We SUPPORT the original intent of SB 17—to protect our land. But we OPPOSE these dangerous loopholes that betray Texas voters.
