Critical News Update on Texas House Quorum Break
There will be one final attempt on Friday to reach a quorum.
August 12, 2025
From TexasGOP Chairman, Abraham George
Democrats broke quorum again today with an attempt to block the Special Session agenda, which includes critical priorities like Hill Country flood relief, property tax relief, banning taxpayer-funded lobbying, and fair redistricting.
Today, we bring you breaking updates on the Texas House quorum break:
There will be one more attempt Friday to convene with a quorum. If there is no quorum, both chambers will sine die this session. Immediately, Governor Abbott will issue a proclamation for a second special session.
Critical bills (HB1, HB2, HB18, HB19, HB20) regarding disaster response and relief were on the calendar to be heard on the house floor Tuesday, 8/12. Texans cannot afford to prolong this priority legislation any longer. They are cowards, and 2026 is coming.
The disaster recovery legislation will…
expand the powers of the Texas division of emergency management to improve emergency response across the state.
create Texas interoperability council to help local governments acquire key communication equipment.
assist communities with purchasing and upgrading emergency communications systems.
require outdoor campground facilities to have a flood disaster plan.
create public protections against fraudulent bad actors trying to solicit charitable donations after a disaster.
The Department of Public Safety continues to track down absent members to ensure they return to the Capitol.
The Department of Public safety has established a tip hotline at 866-786-5972. Please call with information and leads regarding the whereabouts of the absent members.
Speaker Dustin Burrows reminded the House yesterday that “under Rule 5 Section 3 of the House Rules, those breaking quorum will be held financially responsible for the costs they created, not the taxpayers.”
Attorney General Ken Paxton filed a lawsuit in the Supreme Court of Texas to formally pursue judicial declarations that 13 Texas House seats have been vacated due to continued unlawful absences by Democrat legislators.
Those Texas House Democrats who refuse to do their sworn duty and flee to deny a quorum are not above the law. Accountability is not optional. Representation cannot be bypassed by cowardly retreat. Democrats in the Texas House who try and run away like cowards should be found, arrested, and brought back to the Capitol immediately. We should use every tool at our disposal to hunt down those who think they are above the law.
