Resolution Regarding the Violation of RPT Rule 8f, Limitations on County Executive Committee Meetings by the Montgomery County Republican Party Chairman
WHEREAS, the Montgomery County Republican Party of Texas (mctxgop.org) County Executive Committee (CEC) passed a resolution at the regularly scheduled December 6, 2022, meeting in accordance with RONR 56:34, setting a meeting schedule for 2023 CEC meetings. The Resolution is posted on the mctxgop.org website with the meeting minutes and on the Resolution page, and meetings are posted on the website calendar; and
WHEREAS, per the Resolution, a regularly scheduled meeting of the CEC is slated to occur on June 6, 2023, at 6:30 PM, and the meeting call was sent via email to all CEC members including the Chairman by Secretary Jennifer Eckhart on May 20, 2023; and
WHEREAS, since July 2022, the Chairman has repeatedly announced CEC meeting calls with differing meeting call credentials, to take place on the same date and time, and occasionally at the same location in violation of RONR 8:2.1 with each pair of opposing meetings having a different agenda, thereby making the meetings incompatible; and
WHEREAS, the Republican Party of Texas SREC met in March 2023, to establish a rule against the calling of dual meetings, and passed Rule 8f which states: “Limitations on County Executive Committee (CEC) Meetings – No County Executive Committee meeting shall be held two (2) days prior, during, or two (2) days after the week of the biennial State Convention or during any calendar week in which committee meetings or general sessions of the quadrennial National Convention are scheduled. Once a County Executive Committee meeting has been properly noticed in accordance with these Rules and the Rules or Bylaws of the County Executive Committee, no other County Executive Committee meeting of any type, other than for statutory business, shall be held during the period that runs from two (2) days prior to two (2) days after the scheduled County Executive Committee meeting.” (https://texasgop.org/rules/, June 2, 2023); and
WHEREAS, on May 23, 2023, the Chairman with flagrant disregard and in direct violation of RPT 8f, sent out an additional meeting call for a CEC meeting to be held on June 6, 2023 at 6:30 PM in a different location; and
WHEREAS, the meeting call sent on May 20, 2023, predates the meeting call sent on May 23, 2023, the May 23rd meeting call is out of order and violates RPT Rule 8f and RONR 8:2.1; and
WHEREAS, conflicting meetings create chaos within the CEC and inhibit the Party’s overall effectiveness to raise voter awareness and involvement in the election process and since Montgomery County accounts for a large percentage of Republican votes in the state each election cycle, it is imperative that Precinct Chairs (CEC) have every confidence in the local Party leadership.
THEREFORE, BE IT RESOLVED that the CEC majority condemns the actions of and repudiates the Chairman for continued violations of the Montgomery County Party Bylaws and the RPT Rules which in the opinion of this body reflects poorly on the Office of the Chairman and causes great harm to both the local and state Republican Parties.
LET IT ALSO BE RESOLVED that it is the opinion of this body that the Chairman has demonstrated by his continued words and actions that he is not fit to lead the Montgomery County Republican Party, and we, the CEC, do hereby call on the Republican Party of Texas to immediately take all appropriate action in accordance with RPT Rules against the Chairman up to and including removal from office.
