Commissioner Matt Gray, Precinct 4, joined the court in January 2023. A graduate of New Caney High School, he earned his bachelor’s degree from Sam Houston State University, and is presently working on his master’s degree. His experience as a Facilities Maintenance Construction Project Manager has allowed Gray to take on the challenges of the Precinct 4 Commissioner.
When asked about his number one goal, Commissioner Gray responded, “To improve, create, and streamline the processes that are in place and address the drainage issues.“

Commissioner Gray already has reduced the number of employees, reduced cell phone expenditures, and is reorganizing how equipment and parts are stored and maintained to reduce costs. He is a firm believer in being a good steward of taxpayer money and is determined to bring spending under control.
Prior to taking office, Commissioner Gray learned that his predecessor was systematically stripping Precinct 4 of equipment while overburdening the office with personnel. He estimated that approximately $1.9 million in equipment was either transferred to other precincts or auctioned off. He was able to recover most of the transferred equipment, but not what was sold.
Commissioner Gray has his work cut out for him, but he is up to the task. He and his staff are working to develop long-range plans for drainage and road issues, as well as working with constituents to improve service and response to their issues and concerns.
Jonathan Hullihan, Texas Lead Attorney for County Citizens Defending Freedom, stated, “Matt does what is right when no one is looking. He has always done that. That is integrity and honor; and he brings that.”
