Declare the Fundraising Efforts for the “Republican Party Headquarters” by Bryan Christ To Be Dishonest, Unethical, and Fraudulent

WHEREAS, the Montgomery County Republican Party of Texas (MCTXGOP) County Executive Committee (CEC) Mission Statement, states in part, “The Montgomery County Republican Party of Texas is committed to honoring God by exhibiting the highest levels of honesty, integrity, and accountability,” and

WHEREAS, in keeping with the Mission Statement, the MCTXGOP (hereafter referred to as the Party) faithfully and accurately accounts for all funds both received and expended in the name of the Party in the Treasurer’s report, on the mctxgop.org website, and with the Texas Ethics Commission as required by law; and

WHEREAS, the Party, also in keeping with the Mission Statement, raises funds to support the work and expenses of the Party, in an honest and open way stating the purpose of each fundraiser; and

WHEREAS, Bryan Christ in his role as Montgomery County Republican Party Chairman did willfully and knowingly violate this mission statement; and

WHEREAS, Bryan Christ in his role as Party Chairman did announce in a published News Release dated April 10, 2023, that the Landlord, Mr. Rodney Pool through his lawyer, had issued a notice of termination of lease on December 28, 2022, at which time he also stated that he, as “Office of the Chairman” (this designation is not recognized by the Party and is therefore unauthorized) had entered into a private month-to-month lease with the Landlord effective January 1, 2023, in direct violation of the Bylaws, Article 5, Section 3.A3 & Article XV—Contracts, in its entirety; and

WHEREAS, Bryan Christ did in this same News Release announce that the Landlord did permanently end the lease with the “Office of the Chairman” effective on or about March 31, 2023, at which time Bryan Christ chose to close the Republican Party Headquarters at 310 Metcalf, Conroe, TX, and liquidate and/or disperse the assets of the Party without the knowledge or permission of the Party; and

WHEREAS, Bryan Christ used his position as County Chairman while working with the Montgomery County Republican Club PAC, of which he is Treasurer, and with one or more Republican Women’s Clubs, and “elected officials,” to raise funds to lease a space for what was described as a “Republican Clubhouse” when it was actually an office for the Montgomery County Republican Club PAC. Quoting from an April 13, 2023 Facebook post by the PAC, “Please read the full details from the Party’s Chairman Bryan Christ A Montgomery County Texas Republican Club office will be opening on Austin Street soon….” and

WHEREAS, Bryan Christ, did state in the same April 10 News Release, that the “Clubhouse” would not be leased or controlled by the Party, however, this address is now listed as the Party Headquarters on the mcrptx.org website and is registered with Google as the party headquarters; and

WHEREAS, when elected officials were approached to support a PAC fundraiser, “Continuing the Legacy” for the renamed “Clubhouse” now known as the “Republican Welcome Center,” they were led to believe they were supporting the Republican Party and the Party Headquarters. When informed that the donation actually went to the Montgomery County Republican Club PAC, they said they would request a refund of their donation; and

WHEREAS, the Montgomery County Republican Victory PAC, initially started by the Chairman, who was also listed as Treasurer, as a means of raising funds for the “Party” for the fall 2022 election season, is also listed as a donor to the Montgomery County Republican Club PAC.

THEREFORE, LET IT BE RESOLVED that the Montgomery County Republican Party does hereby condemn as unethical and dishonest the actions of Bryan Christ who, while acting as and in the name of the Party Chairman, did fraudulently seek funds to lease an office space that is not authorized by the Party, but as stated in the April 10 News Release and the above mentioned Facebook post, will be used as an office for and by the Montgomery County Republican Club PAC.

LET IT ALSO BE RESOLVED that the Party condemns the donation of funds, collected by the Montgomery County Republican Victory PAC and the Chairman to be used for and by the Party, to the Montgomery County Republican Club PAC as inappropriate, dishonest, and a violation of our sense of ethics and integrity).

LET IT ALSO BE RESOLVED that the Montgomery County Republican Party of Texas County Executive Committee (CEC) does not recognize the space at 921 W Austin St, Conroe, TX as the headquarters of the Party.

LET IT FURTHER BE RESOLVED that a copy of this Resolution be sent to the Texas Republican Party leadership and published, as appropriate, by the Party in the Reporter Newsletter and on the Party website.
