SB 14 - Authored by Senator Donna Campbell (R, SD-25) of New Braunfels, would ban the practice of child gender modification in this state.
Co-authors include Montgomery County Senators Lois Kolkhorst (R, SD-18) and Paul Bettencourt (R, SD-7).
This is a Republican Party of Texas Priority Bill.

Update: Passed the Senate, out of House Committee, placed on Major State Calendar for May 17, House passed to 3rd reading on May 17, House passage as amended reported on May 18, sent to the Governor on May 29, signed into law on June 15.
SB 15 - Requiring a student of a public institution of higher education who competes in intercollegiate athletic competitions to do so based on the student’s biological sex.
Authored by Senator Mayes Middleton of Galveston (SD-11). Co-authors include all three of our Montgomery County senators - Bettencourt (SD-7), Creighton (SD-4), and Kolkhorst (SD-18).

SB 162 - This bill is authored by Senator Charles Perry of Lubbock, District 28. From Perry’s analysis of the bill, “Current state statute on birth certificates leaves the contents of the birth certificate up to the Department of State Health Services (DSHS) with the exception of the parent's social security numbers. Current rule at DSHS requires birth certificates to include a number of other criteria, including "sex" if known.”
SB 162 prohibits the sex listed on the birth certificate of a minor from being changed unless the change is to correct a clerical error, or to complete the birth certificate if the sex was not listed, or if the child is intersex and the sex is later determined.
As proposed, SB 162 amends current law relating to the required inclusion of a person's sex on a birth certificate and prohibited change of sex on the birth certificate of certain minors.
This is a Republican Party of Texas Priority Bill.

Update: Senate State Affairs Committee voted this bill out of committee on 04/12/23 but the bill has not been brought to the full Senate for a vote.
SB 250 - The bill would amend the Insurance Code stating that professional liability insurance policies issued to a physician or healthcare provider MAY NOT include coverage for damages assessed against the physician or healthcare provider who provides to a child gender transitioning or gender reassignment procedures or treatment.
This is in conjunction with various other bills moving through the Texas Legislature that seek to prohibit medical treatment of children that would sterilize or otherwise remove healthy or non-diseased body parts.
The Texas Medical Board or other regulatory agency with jurisdiction can revoke the license of providers who violate this section.

HB 23 - Would you have ever believed that we might need a law for this? But this is where we are.
This bill by Representative Valoree Swanson dictates that only biological females can participate in female sports. A biological female may participate in a biological male sport IF there is no biological female sport available to participate in. There is cause of action for any individual or school district that violates this act.
Swanson commented, “Unfortunately if HB 1102 (the Rosenthal bill allowing changes of gender and name to vital documents) were to pass, it could undo much of the progress of this session’s HB 23 and last session's HB 25.” (Update: There has been no movement on HB 1102.)
While we may be quick to complain about legislators that push onerous bills upon us, we should also consider encouraging those who listen to us.

HB 888 (Slawson) – Extend the statute of limitations for patients to sue for gender modification procedures.
This is a Republican Party of Texas Priority Bill.
Can you imagine the lawsuits that will ensue when the results of medical transing of kids sinks in? We are seeing some of them now from the few brave souls who have stepped forward and told their stories in hopes of warning others.
But what happens for those fail to wake up and find the courage to do so within two years of their procedures?
HB 888 was written to extend the statute of limitations from two to 10 years. The bill is authored by Representatives Shelby Slawson of District 59, Jeff Leach of District 67, Matt Shaheen of District 66, Candy Noble of District 89, and Ellen Troxclair of District 19, all of Austin, TX.
The text of the bill states, “A claimant must bring a health care liability claim not later than the claimant's 25th birthday if:
(1) the claimant was a minor at the time of action accrues and
(2) the basis for the claim is malpractice in the provision of a puberty suppression prescription drug or a cross-sex hormone or the performance of surgery or another medical procedure on the minor for the purpose of gender transitioning or gender reassignment.”

HB 1029 - How do you feel about your taxes being used for gender reassignment procedures? This bill would prohibit the use of state funds for gender reassignment surgery or drugs for the purposes of altering a person’s primary or secondary sex characteristics.
This restriction does not apply to gender reassignment to be performed on an intersex person.
The bill is authored by Representative Brian Harrison of Austin, representing District 10.

HB 1102 - While Texas citizens wonder how we came to a place where biological males are allowed to compete in girls and women’s sports, some Texas Legislators are showing us how it’s done.
One bill to keep an eye on is House Bill 1102, sponsored by Representative Jon Rosenthal, a Houston Democrat, that would legalize the practice of changing the name and sex on birth certificates for persons transitioning.
As Rosenthal stated, his bill would allow “anyone who wishes to make a change to their vital documents to do so, without unnecessary government oversight.” The bill, however, does not apply to minors without approval of their parent and doctor.
Rosenthal contends, “It is my belief that members of the LGBTQ+ community do not pose a threat to school sports by being who they are.”

HB 1686 (Oliverson)– This bill will protect children from the “transgender” industry that claims to help people with gender dysphoria by destroying their bodies. The Senate bill is already on the Senate intent calendar and could be voted on any day. In the meantime, we need your help to get this bill through the House.

HB 3883 - This bill would “codify into law the reality of biological sex.” The bill is offered by Representative Ellen Troxclair of Austin (HD-19), but at this time has no co-sponsors.

A personal story:
While you contemplate that, consider the brief story of a woman whose husband transitioned during the course of their marriage and how it affected her and their children.
This has been going on a lot longer and with more consequences than you likely imagined.
“Many years ago, my ex-husband transitioned to present as a woman while I was still married to him. To my shock, the state aided his transition because they do not know what a woman is. He was able to obtain a letter from a therapist to bring to a judge stating that he had lived full time as the opposite gender (he had not, not that it matters) and that he was “transgender” and required his name and gender marker on his Texas Driver's license (and other identifying documents) to reflect female instead of male. Our divorce decree reflected his new name and gender identity. I had married a man. However, in a state that has a marriage amendment stating it does not recognize same-sex marriage, I was being made a “paper lesbian” against my will and it appeared on paper that I had willfully married a woman. The whole ordeal was disillusioning. I always loved Texas and believed when it came to respect for my rights and values that Texas would have my back. That was not what happened though.
“Instead, my right to conscience and my religious convictions were tested in family court. My children were ordered into therapy where they were coached on the use of preferred pronouns and told they could no longer call their father “dad.” That's how ruthless this ideology that has captured every institution in this state is. Sadly, Texas was caught flat-footed in the culture war and had no idea these things were even happening. My family was impacted by this over a decade ago, years before Texas even fought and lost the battle over the bathrooms. The need to stop gender fiction is only underscored by the issue of men in women's prisons, sports, and sex-segregated spaces.
“What good is a sex-segregated space if the stated doesn't know what a woman is and if people can merely get a court order to change the sex marker on their documents? Texas should not come into agreement with a lie. When a therapist writes a letter for a judge to change someone's sex marker and name, it isn't a prescription, a medical treatment, or a therapy. It becomes an edict that has the full force of the state behind it.
“Representative Ellen Troxclair filed HB 3883 to codify into law the reality of biological sex.
“Texas should not come into agreement with a lie. Liberty and justice cannot continue to exist if we are not anchored to the truth.”

HB 4754 - This bill is called the Millstone Bill for reasons that you can probably imagine.
“But if anyone causes one of these little ones who believe in Me to stumble, it would be better for him to have a large millstone hung around his neck and to be drowned in the depths of the sea.” (Matthew 18:6)
This bill is authored by Representative Tony Tinderholt of Austin, District 94, the only state representative to challenge the current Speaker of the House for this seat. So far, there has been no activity on this bill.
